Welcome to the CPAU Business New Construction Program

The City of Palo Alto Utilities' new Business New Construction (BNC) energy efficiency program helps commercial, institutional and industrial customers implement energy and water efficiency projects in new construction or expansion of existing facilities.

Qualification Requirements

  • Be a City of Palo Alto Utility (CPAU) non-residential Customer
  • Plan to build a new facility or expand existing facilities

Financial Incentives

CPAU's BNC offers financial incentives for implementing energy and water efficient technologies and methods in major new construction or expansion projects. Financial incentives are based on first year energy savings at a rate of:

  • $0.10/kWh
  • $1/therm

Participation Process

Project Development

Soon after signing the Owner's Application Form, BASE, CPAU’s contractor for this program, will schedule a project kick off meeting with the Customer and the Design Team. Based on the information collected (design documents and discussions with the Customer and the Design Team) BASE will identify and develop a first order estimation of potential energy and water efficiency projects.

Project Implementation

Once energy and water efficiency projects are selected, BASE will develop a detailed engineering and economic feasibility study. The feasibility study will be presented to the customer with a signature ready Rebate Application which will commit the customer to installing the projects and commit the Program to reserving the incentive funds.

Throughout project implementation, BASE will provide the Customer with Technical Assistance on an as needed basis.

Project Verification

Once systems are installed and commissioned, BASE will verify project installation on site. Incentives will then be paid by the City of Palo Alto Utilities based on the verified energy and water savings.
